How can I force Windows Explorer to start at the root of C, by default?

How can I force Windows Explorer to start at the root of C, by default?

When I open Windows Explorer, 99% of the time I need to navigate down to the root of my C drive. Is there a way that I can force Explorer to always open at the root of C?
I am not asking how to update a desktop shortcut. Instead, I'd like to modify a setting that will always for explorer.exe to open in C:\.
This is because I very often open Windows Explorer by hitting Win+E.
